ISSUE (s): Chronic exposure to poverty has been documented to have a detrimental effect on student learning. Students living in poverty do not always have equal access to education. Poverty is a high priority condition affecting our students’ success in the United States.The poverty rate in 2011 for children under 18 was 21.9% (US Census Bureau). The overall child poverty rate in New York State has varied within a fairly narrow range during the past three decades, from a low of 18.3 percent to a high of 26.4 percent.(Council of Children and Families) Educators must deal with the effects created by the inequalities of wealth every day.
